what this means

What this means is that between 2007 and 2010 there has been a 19% drop in crime reported in the lower courts over all, and a 45% reduction in serious crime between 2007 and 2010.

The distinction between the lower courts (General District Court "GDC" and Juvenile & Domestic Relations Court "JDR") and the Circuit Court is that I am able to bring charges into the Circuit Court, whereas the lower courts are where private citizens and law enforcement officers bring matters through the publicly available magistrate. Those numbers are largely unaffected by any decisions made by me and rather are a clearer reflection of crime trends, and the trend is that as more people are being locked up from circuit court cases, crime is dropping in the lower courts, dropping 19% overall with violent crime dropping 45%. That is progress.
